Introduction

Accreditation is a formal process to ensure delivery of safe, high quality health care based on standards and processes devised and developed by health care professionals for health care services. It is public recognition of achievement by a health care organisation, of requirements of national health care standards.
Hospital Standards were established in Papua New Guinea in 1997 to promote the best possible quality of health care and continuous quality improvement of public health services. This is crucial to our mission of serving the rural majority and the urban disadvantaged. The further development of the standards and progress towards achieving them by all hospitals will be a major contribution to the development of health services.
Adoption of the standards by a health service shows its willingness to have its compliance with the standards assessed by a team of trained, experienced and practising health care professionals.
It is important that all stakeholders have a shared understanding of the standards that we expect our health services to achieve in accessibility, safety and effectiveness. The Standards for Health Services in Papua New Guinea help achieve this shared understanding. The Standards come from the National Health Plan and from many other authoritative sources and they are developed in consultation with those who provide health services throughout our country.
The Standards reflect the contemporary ideals for health executives practising in health services management. As much as possible they focus on the core business of patient care and are based in evidence about what works best.
They serve as minimum standards to underpin safe care but they also promote continuous quality improvement. They do not set out in detail all the standards to which health services should aspire but, by referring to other, more detailed standards, they aim to promote high quality in all that a health service does.
Accreditation is one important way of monitoring and promoting compliance with the standards that we must achieve in our health services. It draws on the skills of experienced health services managers and clinicians to assess compliance of health services with the Standards for Health Services in Papua New Guinea and it is a valuable process of peer review and networking.
Accreditation is a high level process which tests policies, processes and systems to ensure that they are working and supporting compliance with more detailed clinical and other standards. It also encourages health services to monitor their own compliance with standards and report to the National Department of Health as required.

Preceptors

Preceptors are experienced, senior Surveyors who advise the Hospital Standards and Accreditation Secretariat on the development and conduct of the Accreditation Program. They also assist the Coordinating Surveyor on large or complex surveys. They are appointed each year at the Surveyor Update.

How to Become a Surveyor

Refer also to the section of Guide to Standards Accreditation in Papua New Guinea for a more complete description of the role of Surveyors, benefits of being a Surveyor and responsibilities of Surveyors.
Any health service Chief Executive Officer, Director of Medical Services or Director of Nursing Services is eligible to train to be a standards accreditation surveyor. A Chief Executive Officer may also nominate any other suitably senior and experienced member of his or her staff to be a Surveyor, e.g. Director of Finance and Administration, Quality Coordinator, Infection Control Officer, Chief Pharmacist.
Suitably senior and experienced officers of the National Department of Health and Provincial Health Authorities may also be nominated for Surveyor training. The Secretariat should consult the Preceptors about the suitability of any nominees who are not currently employed in a health service before confirming that they will be trained as Surveyors.
If you would like to become a Surveyor and participate in Surveyor orientation, you should ask your CEO to send a letter, fax or email nominating you as a Surveyor to the Hospital Standards and Accreditation Secretariat.
